Report from Board of Trustees Meeting on 6.5.23

  • Pride Month Proclamation and Presentation: The Mayor recognized Pride Month in Tarrytown with a Proclamation emphasizing the value of living in a community free from discrimination and prejudice, the important contributions made by LGBTQ+ people to society, and a recognition of the continuing quest for fairness and equality more than 50 years after the Stonewall riots. Members of Greenburgh Pride made a presentation about the local efforts to provide support and services to LGBTQ+ and invited all to join the Greenburgh Pride Events beginning with a motorcade at Pascone Park in Ardsley at 11:30am, followed by a March down Main Street in Dobbs Ferry, ending with a rally at Dobbs Ferry's Waterfront Park.
  • Curbing contract awarded: Six Villages collaborated on a shared request for bids for curbing needs across the municipalities. Hastings-on-Hudson managed the public bid. The Village Manager received seven bids, and upon review, recommended the contract be awarded to the lowest responsible bidder, Tony Casale, Inc. for the total project amount of $1,235,236, of which approximately $203,000 will apply to curbing in Tarrytown.


  • Insurance Renewals: The Board of Trustees approved the renewal of liability, auto, property and cyber insurance. The amount approved at the June 5th meeting - $729,485 - did not include the correct premium for cyber insurance, so the Board will amend the resolution to approve the full annual premium of $740,290.53 at the next meeting. The annual premium for insurance increased by 15% this year for a number of reasons including the increase in total insured value (TIV) on the property line due to the increased cost of construction, materials, and inflation, the number of claims which increased by approximately 21%, and the overall account loss ratio which is the relationship between premiums collected and cost of claims and payments, which has increased by 40%. In addition, premiums on cyber insurance have increased substantially due to the large volumes of cyber claims all carriers are facing.


  • Renewal of Agreement with TVAC: Last year the Board of Trustees established an agreement with the Tarrytown Volunteer Ambulance Corps (TVAC) to reimburse the organization for "Refused Medical Attention" calls, or those calls in which a patient is not transported to a hospital, and which are therefore not eligible for reimbursement by insurance. The Village agreed to reimburse TVAC for these calls up to $120,000 per fiscal year, upon receipt of invoice. The agreement ensured the long-term sustainability of this vital, local service. The Board approved the renewal of the same agreement for FY 2023-24.


Jill Swanson, President of TVAC reports that in 2022, the organization completed 1,326 patient care reports (every time they leave the building on official business, 89% of which were for residents of Tarrytown. Their oldest patient was 103 years old and their youngest was 1 day old, with 35% of their calls responding to patients 65 years of age and older. TVAC logged a total of 5,551 volunteer hours. The agreement with the Village has enabled TVAC to continue to staff 24/7, and further enhance their training and dispatch system. The Village continues to be grateful for their important service.


  • Appointments: The Board of Trustees appointed 44 pool staff for the summer season and one seasonal laborer to be shared between the Parks and Public Works Department to support warm weather landscape maintenance.

The next Work Session will take place on Wednesday, June 14. Topics on the agenda include two bid awards for fire department needs, amending the Village code to account for state roads which have a different speed limit from the 25mph speed limit set for Village roads, and other items. Village offices will be closed on Monday, June 19 in observance of Juneteenth.

Garbage Collection

  • Monday, Jun 19: No collection.
  • Tuesday, June 20:  All regularly scheduled Monday residential garbage will be collected on Tuesday including commercial district garbage.
  • Wednesday, June 21: All regularly scheduled Tuesday residential garbage will be collected on Wednesday including co-op garbage (only pickup of the week). Metal collection will still be collected on Wednesday (by appointment only).
  • Thursday, June 22: See recycling schedule below. No garbage collection. No yard waste*.
  • Friday, June 23: Commercial district garbage will be collected on Friday. Residential bulk items (by appointment only) will still be collected on Friday.

 

Recycling Collection

  • Monday, June 19: No collection.
  • Tuesday, June 20: Co-Op/Condo recycling collection. Commercial district cardboard.
  • Wednesday, June 21: No recycling collection
  • Thursday, June 22: Residential recycling. Commercial district recycling. No yard waste*.
  • Friday, June 23: Commercial district cardboard only. No residential collection.

* Yard Waste Collection Will Resume Thursday, June 29, 2023.


Road-eo Stars


Congratulations to Tarrytown's Department of Public Works for star performances in this year's Equipment "Road-eo" sponsored by the American Public Works Association, held in Yonkers, NY on June 7. Mechanic Foreman Reggie Waters and Motor Equipment Operator Bill Avery both placed third in their respective competitions, with over 50 competitors participating from Public Works departments throughout the Metro Area Southeast Region. The competition judges on the adroit handling of heavy equipment and trucks, simulating many of the daily tasks required in their service to the Village. Well done, gentlemen!

Route 9 Multi-Modal Project Makes Progress



The Rt.9 Multi-modal project to add a turning lane southbound on Rt 9 to access 287, and add a pedestrian bridge across 287 to accommodate pedestrians on the widened roadway is progressing. In order to begin construction on the bridge, the New York State Thruway Authority will be closing one lane of the "jughandle," the access point for Rt. 119 east from southbound Rt. 9. This work begaan on Wednesday, June 7th, and will continue through Friday, June 16.



The hours of the lane closure will be 9:30 a.m. to 3:30 p.m. The project team will be monitoring the closure and will be in a position to reopen the lane if traffic becomes problematic. 

Alvin Ailey Revelations Community Workshop Coming to Tarrytown in honor of Juneteenth


To commemorate Juneteenth this year, Ailey Arts In Education & Community Programs will present a community Dance Workshop celebrating Revelations, the legendary Alvin Ailey’s acclaimed must-see American masterpiece of hope, redemption and joy. The free intergenerational, interactive workshop at Tarrytown’s Pierson Park will be led by former company members, Renée Robinson and Amos Machanic with live music by percussionist Roderick Jackson. All are encouraged to come to the Tarrytown waterfront with friends and family to learn excerpts from this modern dance masterpiece. All ages welcome. No experience necessary.

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.
