Braving the elements for Earth Month: The Tarrytown Environmental Advisory Council (TEAC) hosted a vine squad to help remove invasive vines killing trees around the lakes. There are many other Earth Month activities happening in April. Check out the full schedule on the TEAC website.

Report from Board of Trustees Meeting on 3.6.23

  • Budget Hearing Closed: The Board of Trustees closed the hearing for the Tentative Budget for FY 2023-24. Having heard questions and concerns at the Budget hearings on March 20th and April 3rd, and at the Budget Roundtable hosted at the Warner Library on March 28th, the Board will discuss the budget at the next Work Session on April 12th which will be the final opportunity to make changes. Budget Adoption is expected at the April 17th Board of Trustees meeting. The final budget document will be posted on the Treasurer's webpage.


  • Negotiating with Verizon: The Board of Trustees agreed to engage the firm of McCarthy Fingar, LLC in cooperation with seven other municipalities to negotiate the cable franchise agreement with Verizon. By working with the other municipalities, the Village increasess its leverage in the negotiation for terms including Public Education Grant (PEG) payments and cable service for municipal facilities.


  • New Court Clerk: Maggie Hernandez will have been working for the Village of Tarrytown for thirty years on July 6. She will be bidding us farewell this summer but not before training her replacement. We will welcome Ana Cristina Teague on May 1st as she begins a three month training program under Maggie's tutelage. Ana Cristina come to Tarrytown from Croton on Hudson and most recently Dobbs Ferry. Maggie will retire at the end of July. We aren't saying farewell yet!



  • New Member of Zoning Board of Appeals: Welcome Tasha Young as 2nd Alternate to the Zoning Board of Appeals, replacing Barbara Kudla who was moved up to full membership last month. Barbara Kudla filled the vacancy left by Victoria Wiesel who moved out of the Village.

Village Offices Closed Friday, April 7


Village offices will be closed on Friday, April 7, and services will resume on Monday, April 10. The following is the sanitation holiday schedule:

 

  • Friday - No commercial district garbage collection.

Next garbage pick up on Tuesday, April 11, 2023.

Please note: it is in violation of Village Code 183 to place garbage out for collection before the appropriate collection date.

 

  • Friday - No residential collection of bulk items.

Next bulk pick up on Friday, April 14, 2023 (by appointment only).

Tarrytown/ Sleepy Hollow Egg Hunt Postponed to April 8


Due to the April 1 forecast, the Spring Eggstravaganza in Patriots Park was postponed to this coming Saturday, April 8. More than 600 kids from the two Villages have signed up, so parking will be limited. Try to walk or bike to the event! No need to re-register. Just be sure to arrive before your child's designated time.

New Fire Department Chief Engineer Appointed


Congratulations to Sean Scogna, Jr. on his appointment as Chief Engineer for the Tarrytown Fire Department at a Special Meeting of the Board of Trustees on Thursday, April 6. Chief Scogna, a member of Consolidated Engine Company, is the third generation in his family to hold the title. He has been with the Tarrytown Fire Department since 2008. Chief Scogna and the full slate of Fire Department officers will be sworn in on Friday, April 7th. Many thanks to Chief Rick Tucci for leading the department over the past year. Much gratitude is owed to the volunteers of the Tarrytown Fire Department for the level of commitment and service with which they serve the Village. New York Thruway Authority Pedestrian Bridge/ RT 9 Project


Last week, the Mayor, Administrator and two members of the Board met with the New York Thruway Authority team embarking on the new project at the intersection of Rt. 9/Broadway and the on-ramp to 287. The initial stages of the project should not impact traffic in Tarrytown because they are currently preparing the site - clearing brush to make way for the foundations for a new pedestrian bridge across the Thruway, re-locating utility poles, and other preparatory steps. The Village will post updates about the project as we are informed to the project page on the Village website.


Here is the New York Thruway Authority's brief summary about the multimodal project, with more information on our website:


Earlier this month, the New York State Thruway Authority commenced a $13.9 million multimodal project along South Broadway (Route 9). Years in the making, the multifaceted project will extend the Governor Mario M. Cuomo Bridge side path south to Lyndhurst Mansion and includes the construction of a 270-foot-long pedestrian bridge over the Thruway I-87/I-287 to improve access and enhance safety for pedestrians and cyclists.

 

The project will also:

  • Widen the ramps at Thruway Interchange 9 leading to and from South Broadway;
  • Add a second left turn lane from South Broadway to the southbound Thruway entrance ramp;
  • Install a traffic signal on South Broadway at Paulding Avenue to make it easier for motorists to turn;
  • Repair and resurface South Broadway from Route 119 to just south of Gracemere Lane;
  • Relocate a village water main onto the South Broadway bridge.

Road Paving Next Week North of Main Street


Weather permitting, from Tuesday, April 11 through Friday, April 14, 7am to 6pm, Con Edison will be paving the following roads for restoration following their gas construction work:

 

  • Ann St. – patch only
  • Cottage Place – 4/11,12, completely closed during paving
  • Dixon Lane – patch only
  • Linden Place – 4/11,12, completely closed during paving
  • Kaldenberg Place - 4/11,12, completely closed during paving
  • Mechanics Avenue - 4/11,12, completely closed during paving
  • North Washington, Central to Main Street – 4/11,12, one lane of traffic opened during paving
  • Storm Street - 4/11,12, completely closed during paving

 

  • Central Avenue, 4/13, 14 the entire length will be paved on Friday, April 14


Parking - From April 10 through 14, residents can relocate and park in the McKeel Lot and in the South Washington Lot while their individual street is being paved.


Alternate side parking in the South Washington Street Lot will be suspended during the week of April 10 through 14.



  • Motorists should expect rough road conditions and intermittent traffic disruptions in preparation for the road’s new pavement.
  • Roads will be closed during the re-surfacing phase of the project.
  • One lane of traffic will be maintained on Central Avenue, but motorists should expect sporadic road closures. (Access in/out of driveways/side streets may experience slight delays)
  • Detours to be controlled by contractor flag persons and/or by the Tarrytown Police Department.
  • Kindly avoid travel in the vicinity of the construction zone.

Additional Con Ed Updates


Gas main excavation and gas service line restoration work:


  • Franklin Street – Excavation work will continue Monday through Thursday on Franklin St.
  • Friday April 14 work will cease on Franklin Street to allow bus and truck traffic to re-route down Franklin Street while Central Avenue is being paved.
  • Baylis Court backfilling work will take place on Friday, April 14
  • Main Street – individual gas service line connection work still needs to be performed on Main Street between Broadway and South Washington Street
  • East Sunnyside Lane gas main work continues to move slowly due to rock deposits slowing the excavation process
  • Windle Park – the gas main work is done, gas line service connection work remains to be done



Neperan Road Will Be Closed on Friday, April 7


Con Ed will be continuing repairs on a utility pole and will need to fully close Neperan Road between Lake Road and the Park and Ride adjacent to the Saw Mill River Parkway on Friday, April 7. Please make advance plans to avoid the area.

Westchester Power vs. Con Ed Rate Comparison


Since 2018, the Village of Tarrytown has participated in the Westchester Power program administered by Sustainable Westchester, a local non-profit. The community-based bulk purchasing energy program was designed to provide a renewable energy supply option to the 29 participating Westchester municipalities while offering a fixed price for energy supply in contrast to highly variable fluctuations in a volatile energy market. The program relies on an "opt-out model" to secure the most favorable pricing in its contract negotiations with energy suppliers. This means that, initially, Tarrytown residents were automatically enrolled in the program unless they chose to opt out. Residents only had to opt out once, however, and would not have been re-enrolled in the program when the new contract was executed in November 2022.


The initial Westchester Power contract provided an overall cost savings to residents over the term of the contract while offering a 100%renewable energy supply. This savings occurred despite the fact that some days the Con Edison prices, which are variable, were lower than those of Westchester Power. In the most recent energy supply contract, however, Westchester Power's prices have been most frequently higher than Con Edison's supply prices. On the 5th of every month, the Town of Greenburgh posts the price difference between the two energy supply providers, and you can find that information here. Westchester Power will be issuing a letter to all Tarrytown residents who participate in the program to explain the price trends and how to opt out of the program if desired.

Below is an approximate electricity cost comparison for a hypothetical Greenburgh resident in March who consumed 500 kWh of electricity for the month

 

  • For a Greenburgh resident on the ConEd supply, that customer would have been charged roughly $40.05 electricity supply
  • For customers enrolled in Westchester Power under the 100% Renewable fixed rate, the charge would have been roughly $75.65
  • All Westchester Power Standard user’s charge would have been charged $66.80

Camp and Pool Registration is Open!


The Tarrytown Recreation Department is once again proud to offer our Tot Camp and Day Camp Programs for the children of the Tarrytown & Sleepy Hollow communities!

Tot Camp serves children who will be entering Pre-K - Kindergarten in September 2023.

Day Camp serves children who will be entering Grades 1-6 in September 2023. For children who are older than 6th Grade, please contact the Sleepy Hollow Recreation & Parks Department to inquire about Teen Travel Camp.


Camps are scheduled to begin on Monday, July 3rd, 2023 and continue through Friday, August 11th, 2023 (no camp on July 4th).

Water Meter Replacement Project: Info Session Next Week


The Village is embarking on a comprehensive replacement of all water system meters to upgrade aging equipment which has begun to fail. The project will launch later this month and is expected to continue throughout the summer for all water system customers. More information about the project can be found on the Village website. The video below is a useful guide for what you can expect. If you have questions about the project, the Village is hosting two information sessions with the contractor, the Village engineer and the Water Department on April 13 at 6pm and on May 11 at 2pm at the Tarrytown Senior Center.

Water Pressure Concerns in the Crest Neighborhood


The Village will be hosting a community meeting for residents of the Crest neighborhood who have concerns about water pressure for residences. Please bring your questions to Village Hall on Wednesday, April 19 at 6pm to speak with the Village Engineer and the Administrator about what the Village is doing to investigate and address the issues.

Grid Rewards - The Mayors' Challenge


The Mayors from Hastings to Sleepy Hollow have engaged in a friendly competition; encouraging residents to sign up for GridRewards, a program that pays you to reduce energy at peak usage during the summer. The challenge takes place now through April 28, 2023.


So how does it work? There are a few times during the summer when you can earn cash back by taking simple actions, like raising your AC set points for a couple of hours. GridRewards will notify you when these events occur. While it’s good to save electricity year-round, GridRewards events are so important that your utility company is willing to pay you real money to reduce at peak times.


Why? When your utility company needs to meet your region’s peak electricity demand, they spin up older, less-efficient power plants that cost more money to maintain and release more carbon into the air per unit of electricity.


Where does the money come from? Con Edison wants to pay you to reduce electricity at peak demand times to reduce stress on the grid and avoid running the most polluting, carbon intense, power plants.


Who’s excluded? Participants enrolled in Smart Usage Rewards with Honeywell, Nest or Emerson Smart thermostats are ineligible.

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.

I Bird NY Challenge


The 2023 #IBIRDNY Challenge is back and better than ever! Birders of all ages and abilities are encouraged to spot and record any 10 bird species of their choosing, with opportunities for both youth and adult participants to win great birding prizes. New this year, the challenge will run from March 1 – November 1, observation logs may be submitted online via an online form, and all participants will receive a commemorative challenge patch!
