Questions about the Budget?

The Tentative Budget has been released. Have questions or want to learn more about how taxpayer dollars are spent on government services? Bring your questions and ideas to share in a more informal setting outside of the public hearings in April. All are welcome to join the Mayor, the Treasurer and the Administrator on Tuesday, March 28th at 5:30pm in Room C (top floor) of the Warner Library.

You can find hard copies of the Tentative Budget for review in the Library, Village Hall, and the Senior Center. You can also request a printed copy from the Village Administrator's office.

The following opportunities are available for public engagement with the budget process:

  • Tuesday, March 28: Budget Roundtable, 5:30pm, Warner Library
  • Wednesday, March 29: The Board will discuss the Budget as part of the Work Session.
  • Monday, April 3: 2nd Budget Hearing
  • Wednesday, April 12: Board Work Session discussion
  • Monday, April 17: Final Budget Hearing

If you have comments on the budget and are not able to attend the meetings, please submit them via email to the Village Clerk: kgilligan@tarrytownny.gov or we accept them in the Clerk's office at Village Hall.

Once adopted, the final budget will be posted here.

Special Board of Trustees Meeting Set to Appoint Fire Chiefs and Officers: April 6

Every year in the first week of April, the new Village Fire Chiefs are appointed by the Board of Trustees. The appointment usually takes place the day following the Fire Chiefs Convention which by law is always held on the first Thursday of the month. This year, because Good Friday is a Village Holiday, and too many Board absences mean a quorum will not be present on Friday, April 7, the Special Meeting of the Board of Trustees will take place on Thursday, April 6 at 9am after the nominations are made at the Fire Wardens meeting. The meeting is public and can be attended in person or by Zoom.

Changes to Outdoor Dining Events

After conducting a survey of downtown businesses to learn more about the impact of Outdoor Dining Events on those they were designed to help during the pandemic, the Board has decided to make some changes this year. The events will happen once per month instead of every week, and will have additional elements in addition to the Main Street closures. The Village will also introduce a brunch event on Mother's Day, May 14th and will close the street for outdoor dining during the day. Stay tuned for more details to come!

Neperan Road: Partial Closures to Continue Next Week

Con Edison work will continue next Tuesday on Neperan Road between Lake Road and the Eastview Pump Station to repair a damaged utility pole. One lane will remain closed while the work continues. If the lane closure continues past Tuesday, we will update you with new information as we receive it.

Con Ed Updates

Final Road Restoration

Con Edison is working to schedule paving and road restoration for streets north of Main Street for mid-April. This includes:

  • Central Avenue
  • Cottage Place
  • Mechanics Avenue
  • Ann Street
  • North Washington Street from Central to Main
  • Storm Street
  • Kaldenberg Place.

Because Central Avenue is a truck and bus route, it will be done last.

Windle Park

Gas main excavation work will continue next week on Windle Park and is scheduled to continue for another 2 weeks. This means residents on Windle Park should continue to expect parking and traffic disruptions. Windle Park will have access to parking for free in the Washington Street lot between 8am and 4pm while the work is ongoing.

Main Street

Service connection work is continuing and may include some night work to accommodate businesses. Con Edison will continue to reach out to individual businesses to connect their service lines. When individual lines are being connected, several parking spaces directly in front of a property will be out of service for no more than a day.

E. Sunnyside: The work continues slowly between Quarry Lane and Mallard Rise, as heavy rock deposits impede the progress of construction.

Water Meter Replacement Project Launching Next Month

The Village of Tarrytown is embarking on a comprehensive replacement of residential and commercial water meters throughout the Village in Spring 2023. Last replaced in 2006, the Village water system meters are past the end of their useful life, and are failing, resulting in a reliance on estimated water usage for billing. This problem will only continue to worsen, and impedes our ability to accurately bill our water system customers.

The Village has contracted with Ferguson Waterworks to implement the replacement of the meters, and Saks Metering will be conducting the installation. You can find information about the project, the water meters, and what to expect on our Village webpage: https://www.tarrytownny.gov/villageprojects/watermeterreplacementproject

The Village will also be hosting two in-person community information sessions in the Tarrytown Senior Center to answer questions on Thursday, April 13th at 6pm and on Thursday, May 11 at 2pm.

GridRewards:Rivertowns Mayor's Challenge!

The 2023 Rivertowns Earth Day Mayors Challenge officially began last night, March 23! The Mayors from Hastings to Sleepy Hollow will engage in a friendly competition; encouraging residents to sign up for GridRewards, a program that pays you to reduce energy at peak usage during the summer. The challenge takes place now through April 28, 2023.

Help Tarrytown win the challenge. Sign up and earn real money: https://gridrewards.com/

So how does it work? There are a few times during the summer when you can earn cash back by taking simple actions, like raising your AC set points for a couple of hours. GridRewards will notify you when these events occur. While it’s good to save electricity year-round, GridRewards events are so important that your utility company is willing to pay you real money to reduce at peak times.

Why? When your utility company needs to meet your region’s peak electricity demand, they spin up older, less-efficient power plants that cost more money to maintain and release more carbon into the air per unit of electricity.

Where does the money come from? Con Edison wants to pay you to reduce electricity at peak demand times to reduce stress on the grid and avoid running the most polluting, carbon intense, power plants.

Who’s excluded? Participants enrolled in Smart Usage Rewards with Honeywell, Nest or Emerson Smart thermostats are ineligible.

The first meeting will take place on Tuesday, April 25 at 8:30am at the Senior Center. All Tarrytown businesses are welcome to attend. We will be discussing issues including the upcoming downtown events, updating on infrastructure projects, and other issues of concern, particularly to downtown businesses.

VILLAGE HISTORY

Women's History in Tarrytown

Thank you to Sara Mascia, Village Historian and Executive Director of the Sleepy Hollow Tarrytown Historical Society, for submitting this reflection for Women's History Month.

There are so many women who have been a vital part of the history of Tarrytown and the surrounding community.  When looking through local history books and the files at the Historical Society, two stories truly represent the community minded nature of our past residents.  Although many of their names have been lost to time, their deeds still reverberate in the Village today.

Tarrytown did not have a hospital to care for the ill and injured in the community prior to 1889.  That year, a group of concerned women called for a meeting where they established the Provident Association of Tarrytown to address the problem.  The Association rented a small room in the Martin Smith House, an inn located on the northwest corner of Main Street and Broadway.  A total of 39 patients were cared for over the course of almost a year before the group disbanded due to lack of funds and the need for a proper facility.   In 1892, the same women redoubled their efforts and reorganized as the Tarrytown Hospital Association.  This revitalized Association was able to raise $4,000 to purchase a small house on Wood Court in Tarrytown for a new hospital. The Tarrytown Hospital had 11 beds and the Association was able to hire Dr. Richard Coutant as chief of staff and Miss Catharine Halliday as matron.  When it opened the hospital served an average of three patients a day!  As the population in the Village grew, the hospital eventually needed a new and larger home. After serving the community until 1956, the facility closed when the Tarrytown and Ossining Hospitals combined to form Phelps Memorial Hospital.

Another group of energetic women formed the Women’s Civic League in Tarrytown.  This group of women saw other needs in the community.  They wanted to create a place that could provide a “helping hand” and a safe space for the needy and the elderly.  In 1912 they purchased a small building and opened the Neighborhood House.  In 1920 Mrs. Cornelia Warner gave the Women’s Civic League a larger building at 43 Wildey Street and the Neighborhood House moved there that year.  In the 1960s a new brick building, the current home of the Neighborhood House, was constructed.  Over the years, the Neighborhood house has provided programs for seniors, occupational training activities, and at one time a home for the Volunteer Ambulance Corps, the Red Cross, the USO, and the County Health Department.

This month we honor the women who brought the first hospital to the community and established the Neighborhood House.  These individuals saw specific needs in the Village and banded together to volunteer their time and effort toward making a better community.

Tuition Reimbursement Program for EMS AND Fire Volunteers

Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.

As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.
