Learning about Local Women's History


The Board of Trustees appointed Sara Mascia as the new Village Historian in 2023, taking over from Richard Rose who served in the role for many years. Born and raised in Tarrytown, Sara Mascia has also served as Curator of the Sleepy Hollow Tarrytown Historical Society for 26 years and as Executive Director for the past 15 years. The Historical Society was founded in 1889 and is open by appointment at One Grove Street in Tarrytown for those who wish to browse their collections. We are pleased to be partnering to get more local historical highlights out to the community through regular features in the Tarrytown Link. So watch this space if you like local history.

Report from Board of Trustees Meeting on 3.6.23

ICYMI, you can watch Village Board meetings online.

  • Tree Commission Annual Report: Martin Hauser, Chair of the Village Tree Commission delivered his annual report to the Board of Trustees. Most importantly, he began, it had come to his attention that many Village residents did not even know the Village has a Tree Commission to oversee the health of the Village canopy, so he began by reading the Commission's mandate in Chapter 281 of the Village Code. Did you know that the pruning and/or removal of any tree over four inches in diameter requires a permit from the Village? And that we have a list of green industry contractors licensed to operate in the Village because they have signed an affidavit agreeing to abide by Village regulations? In 2023, the Tree commission also collaborated with the Department of Public Works and the Parks Department on the planting of 51 new trees in public spaces, with TEAC on the planting of 200 new trees and shrubs by the Lower Tarrytown Lake, and handed out 400 trees to Village residents at public events. Their meetings are open to the public, and generally held on the fourth Thursday of the month at 5:30pm in the 2nd floor conference room of Village Hall.


  • Budget Hearing Set: The Tentative Budget for FY 2023-24 will be posted on Friday, March 17, and the first public Budget Hearing has been set for Monday, March 20 at the Board meeting at 7pm. See below for more information about the budget process and how to engage. Of all the tasks of the Board of Trustees, setting the annual budget is the most important.


  • Agreement with County for Grant to Purchase Senior Bus: In 2022, Westchester County awarded the Village a Community Development Block Grant for the purchase of a new Senior Bus. Due to a delay in Federal appropriations for the CDBG program, the grant award contract was delayed, but is finally in place. The Village is investigating models and expects to place the order for a new bus this spring.



  • New appointments: The Board approved the appointments of four part-time laborers for the Parks Department to assist with the busiest growing and maintenance season. In addition, the Department of Public Works appointed a part-time laborer to a full position for one year to fill in for an employee on leave.

Village News

St. Patrick's Day Parade this Sunday, March 12 at 1:30pm


Come out and celebrate the 27th annual St. Patrick's Day on Sunday. The festivities will kick off at 1:30pm on Main Street in Tarrytown and will continue north on Broadway to end on Beekman Avenue in Sleepy Hollow.


Hearty congratulations to the Grand Marshal and her aides, recognized for their service to the community. This year the line-up is the following:


Grand Marshal: Patricia Brennan Scova will be the Grand Marshal

Aides: Jack Degnan, Irvington, Andy Hayden, Hastings on Hudson, Marianne DiLeo Lattin, Ossining, Michael Malone, Elmsford, Caroline Martin, Pleasantville, Daniel Nyarady, Tarrytown, Anne Richards, Sleepy Hollow and Dr. Brian White, Dobbs Ferry.


The Parade Committee also announced that the 2023 parade will be dedicated to Tarrytown P.D. Detective Jose Eduardo Ojito, a beloved member of the community who was suddenly taken away last March.


PLEASE BE ADVISED OF THE FOLLOWING:

  • Broadway Closed: Broadway/Rt. 9 will be closed from 1pm to 3pm on Sunday. If you are not attending the parade, it would be wise to steer clear of Broadway.
  • Parking Restricted: There will be no parking on the following streets from 10am to 3pm:
  1. Main Street between Broadway and White Street
  2. Broadway from Main Street to Sleepy Hollow
  3. Kaldenberg from Main to Central
  4. John Street from Main to Franklin
  5. Washington Street from Franklin to Central

It's Budget Season!


At this time of the year, the Village staff are assembling their proposals for Fiscal Year 2023-2024 which begins on June 1. Setting the annual budget is the most important task of the Board of Trustees. For property owners, the budget determines the property tax rate for Village taxes (which account for only 25% of an owner's property tax bill). For all residents, the budget determines what programs will run, what new projects will be implemented, what infrastructure will be repaired. The majority of the budget pays the salaries and benefits of the many people who make the Village run: who pick up refuse, remove snow, maintain parks, respond to emergencies, and the many other services provided by your local Village government. If you want to learn more about the annual budget, and the proposals before the Board, the following is the schedule for budget adoption which, by law, needs to take place on or before May 1.


  • Friday, March 17: Tentative Budget is completed, distributed, and posted online. You will also be able to access a hard copy at the Library, the Senior Center, and in the Clerk's office and the Administrator's office in Village Hall.
  • Monday, March 20: First Budget Hearing. Join in person or on Zoom. More info here.
  • Wednesday, March 29: The Board will discuss the Budget as part of the Work Session.
  • Monday, April 3: 2nd Budget Hearing
  • Wednesday, April 12: Board work Session discussion
  • Monday, April 17: Final Budget Hearing


If you have comments on the budget and are not able to attend the meetings, please submit them via email to the Village Clerk: kgilligan@tarrytownny.gov or we accept them in the Clerk's office at Village Hall.


Once adopted, the final budget will be posted here.


More Budget News!

Yes - two exclamation points in a single post about the budget. That is because this year, the Village has contracted with the ClearGov software platform to bring a digital budget book to Tarrytown. You can see an example of a digital budget book here. This platform should make the budget more accessible and transparent for residents who want to know more about how their taxpayer funds are spent. We expect to have the system implemented by the time Fiscal Year 2023 begins on June 1.


Give Blood on April 6th at the Senior Center


This is the hardest season for blood donations because of cold, flu, weather and other factors. Sign up to donate blood at the Senior Center on April 6 through the Blood Drive hosted by the Red Cross.

Con Ed Updates


Main Street


On Wednesday, March 15, Con Edison will be introducing gas to the new gas main. This means that between Broadway and Baylis on Main Street, traffic may be reduced to one lane for a period of time while they adjust some of the plates. In addition, next week Con Edison will continue to reach out to individual businesses to connect their service lines. When individual lines are being connected, several parking spaces directly in front of a property will be out of service for no more than a day.


Baylis Court

The new gas main has been installed. They will be working to connect service lines to each property. They plan to close Baylis Court for one entire day the week of March 20th. We will give specific information about that closure once the day has been established.


Windle Park

Gas main excavation work will begin next week on Windle Park, Monday March 13, and is scheduled to last 2 to 3 weeks. This means residents on Windle Park should expect parking and traffic disruptions. Windle Park will have access to parking for free in the Washington Street lot between 8am and 4pm.


E. Sunnyside: The work continues slowly between Quarry Lane and Mallard Rise, as heavy rock deposits impede the progress of construction.


Paving Plans

Paving plans are being set for areas north of Main Street including Central, Cottage, Kaldenberg, Mechanics, and Storm Street. There is no date yet set for the work to begin. We are holding off on paving Main Street and areas South of Main Street until all of the sidewalk repairs are completed.

Neperan Road Will Be Closed on March 14, One Lane on March 15 and March 16


Con Ed will be repairing a leaning utility pole and will need to FULLY CLOSE Neperan Road between the Lake and the Park and Ride adjacent to the Saw Mill river Parkway on Tuesday, March 14. Their repairs will need to continue on Wednesday, March 15 and Thursday March 16, which will reduce traffic to one lane only. Please make advance plans to avoid the area on those days.

Superintendent Search Committee Survey Open to Community Members

Dear Community Members of the Public Schools of the Tarrytowns: 

The TUFSD Board of Education is beginning the process of searching for a new superintendent, as Superintendent Borsari will be retiring at the end of the 2022-23 school year. The firm Hazard, Young, Attea & Associates (HYA) is assisting the Board with the important process, which includes obtaining input from the community.

As one of the initial steps in the process, the Board would like to receive your input on the desired characteristics and skills that you would like to see in the next superintendent. We, therefore, invite you to participate in this process through two important feedback mechanisms, attending one of two open community forums and by completing an online survey. Additional information about these two opportunities is detailed below:

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.

I Bird NY Challenge


The 2023 #IBIRDNY Challenge is back and better than ever! Birders of all ages and abilities are encouraged to spot and record any 10 bird species of their choosing, with opportunities for both youth and adult participants to win great birding prizes. New this year, the challenge will run from March 1 – November 1, observation logs may be submitted online via an online form, and all participants will receive a commemorative challenge patch!
