Report from the Board of Trustees Meeting on 01.03.2024

  • Electric Vehicle Charging Stations in Public Lots: Thanks to incentives from Westchester County, Con Edison, and the New York State Energy Research Development Agency (NYSERDA), the Village is able to add 20 electric vehicle charging stations in four public parking lots with all costs 100% reimbursable. The Village has engaged INF Associates to oversee the project, procure the hardware and software, install the electric infrastructure, install the stations and provide 5-years of maintenance and repair, all covered by government and utility incentives.


  • Water Meter Rental Fees and Rates: The Board is considering new rate adjustments for 2024 to account for the increased costs for the New York City water supply, as well as a water meter rental fee that helps cover the cost of the new water meters while ensuring enough reserves for future replacements to avoid the costs of borrowing. The Board did not take action on this item and will discuss further at the next Work Session.

In Memoriam: Mayor Eileen Pilla


Eileen Patricia Pilla, Mayor of Tarrytown from 1987-1999 and Trustee from 1984-1987, passed away on December 18, 2023 at the age of 92. She was the first female to hold the position of Mayor, and served as a role model for many in her community. Her dedication to Tarrytown and to public service benefitted many far and wide, from her commitment to the restoration of the Tarrytown waterfront, her service to organizations including the Elizabeth Mascia Childcare Center, the Tarrytown YMCA, the Scenic Hudson River Committee, the Tarrytown Historical Society, Phelps Memorial Hospital Auxiliary, among others, and her leadership in her church community. Mayor Pilla's public service left a lasting legacy in this Village. Her family has requested for those considering a donation in her honor to "consider honoring Eileen with a donation to Calvary Hospice  www.calvaryhospital.org  or taking a walk to “Pilla Landing” and saying a prayer of thanks to Eileen for all she did for the community of Tarrytown."


Snow Storm this Weekend

The National Weather Service has issued a Winter Storm Warning in effect in Tarrytown from 4pm on Saturday, January 6th into Sunday, January 7th. Snow accumulation of 3-5 inches is predicted in this area, with rain mixed into the forecast. Places north of Tarrytown or higher elevations than Tarrytown could see between 5” to 10” of snow by the end of the storm. 


At this time, the Village is not issuing a Snow Emergency. Nevertheless, please keep your cars off the roadways to avoid hazardous conditions and so that the Public Works Department can keep the routes clear. If a Snow Emergency is declared, you can find the list of Snow Zone streets on the Department of Public Works website. Here are some additional helpful tips to keep everyone safe during the storm:


  •  Stay off the roads as much as possible.
  • Avoid parking on Village of Tarrytown streets during snow or ice events. Vehicle owners may be called by the town Police Department to remove vehicles which interfere with plow operations. Cars parked during snow emergencies will be ticketed and towed. Be cognizant of Snow Emergency conditions when declared by the Tarrytown Police Department.
  • Wear reflective clothing while walking on roads during plowing operations – avoid dark clothing and walking along the curb line.
  • Do not allow children to build and occupy “snow forts” and similar snow creations within 10 feet of the edge of pavement.
  • Do not relocate snow from driveways and sidewalks into the paved street. This is in violation of New York State Highway Law (Article 8, Section 214) and will cause a hazardous condition on the street. Code Enforcement personnel will issue violations.
  •  Shovel or plow an area to the right of your driveway exit to accommodate plowed snow from the street. This will help lessen build-up in your driveway apron when the road is plowed.
  •  “Plowing in” driveways by DPW plows is inevitable and unavoidable. Raising plows at every driveway and then immediately dropping them after the driveway opening is not possible. Please schedule your private snow removal after the storm.
  • Yield to Plow Trucks and give them space to operate.
  • Cooperate with the Public Works Department to assure safe and efficient clearing of the roads.
  •  Be patient, stay off the roads and let DPW provide you with safe winter travel.

From the National Weather Service: A few days out: if the forecast calls for winter weather, start preparing now. Have emergency supplies for your home & car. Check your smoke and carbon monoxide detectors. Replenish fuel for your car and heating sources. The day before: forecast accuracy continues to improve, so keep checking the latest. Adjust plans. Have multiple ways to receive Warnings. Bring pets indoors and ensure they have water. During and after: remain vigilant and stay informed. Drive only if necessary. Check on neighbors and family. Properly ventilate emergency heat sources. Keep generators at least 20 feet from your home. Take it easy when shoveling.

From the National Weather Service: Winterize your home. Inspect your chimney. Caulk and weather strip doors/windows. Insulate exposed pipes. Insulate your attic. Clean out gutters. Install and test smoke alarms and carbon monoxide detectors (with battery backups). Gather supplies.

  • Miller Avenue: Tuesday to Friday work will continue and will include service connection work.
  • Crest Area - Midland Avenue and Kerwin Place - Continuation of gas main replacement work.


When service connection work is taking place, please be advised that there will be intermittent traffic disruption. For individual households, they will be connecting new service to the residence, and will connect directly with the property owner to coordinate.


No work scheduled for Friday, January 12 and Monday, January 15.


Christmas Tree Collection

The Warner Library is hiring!

Tree Planting in Public Spaces


In this wintry season, Village staff are busy planning for the warm weather months. Village tree planting in public spaces in 2023 was limited for a number of reasons, but we are looking for public input for 2024. Do you have a location in mind where you think we could use a new tree in our public spaces? Please send us your suggestions for review by our Village Tree Commission, our Department of Public Works and our Parks Department. Please email afasman@tarrytownny.gov and include the address or GPS coordinate with your recommendation. If you have already sent in a suggestion and do not see a tree in place yet, it may be included in the spring planting schedule.

Sign Up For The TEAC Vine Squad


Calling all weekend gardeners!! The annual winter Vine Squad is forming now! The first Vine Squad Meet-Up will be January 6 from 10 am to 12 noon. The meeting place will be at the Hiker’s Parking Lot at the corner of Wilson Park Drive and County House Rd.


Please wear leather gloves and warm clothes. If you have loppers and/or clippers, please bring those. We will provide additional tools as well as a few thermoses of hot cocoa and coffee.

There are many opportunities to serve, whether contributing to the vision and development of public spaces, environmental issues, housing affordability, transportation challenges or recreation programs. Turner School of Construction Management to Launch in Westchester County in 2024

 

Join the Westchester County Office of Economic Development, Turner Construction Company and SUNY Westchester Yonkers Community College for the 2024 Turner School of Construction Management.

 

Attending this program provides an opportunity to: learn how to do business with General Contractors & Developers, meet other Small Businesses with similar experiences, learn how to Bid projects, insurance & bonding information, enhance your managerial, technical, and administrative expertise, and more!

 

The Turner School of Construction Management (TSCM) meets twice a week, from 4 PM-6 PM for 6-8 weeks. The sessions will be held at SUNY Westchester Yonkers, 843 Kimball Ave, Yonkers, NY 10704. Sessions will begin on March 5, 2024.

 

Please apply by February 8 and participation and session logistics will be confirmed by February 15. Participation is limited to those business owners in the construction industry and/or related fields (eg. architecture, engineering).

Minimum Wage to Increase in Westchester

Effective January 1, 2024

 

Effective on Monday, Jan. 1, the minimum wage in Westchester County, Long Island, and New York City will increase to $16 per hour, and $15 per hour in the rest of the state.



The state's Department of Labor is now beginning a public awareness campaign to make sure workers know about the wage increase. Any minimum wage earners who do not see the increase reflected on their paychecks can file a wage complaint on the department's website or by calling 833-910-4378.

There is no charge for these services, and the Child Care Council’s assistance often reduces a tremendous burden of stress.

  • Information about financial resources, including scholarships, subsidies, tax credits, and dependent care assistance plans (DCAP’s) that may be available

FY24 Capital Project Fund Opportunity Now Open!

Up to $37 million in capital funding is available to nonprofit arts and culture organizations through the New York State Council on the Arts' Capital Projects Fund. The Fund has two grant categories: Small and Midsized Capital Improvement Grants and Large Capital Improvement Grants.

More than $500 million in federal funding is now available to support the resurgence of small businesses across New York State through the State Small Business Credit Initiative (SSBCI), a program through the American Rescue Plan Act. Managed by the U.S. Department of Treasury, SSBCI provides funds to support programs for small businesses to recover from the economic effects of COVID-19 and allow them opportunity to succeed in the post-pandemic economy.

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.
