Report from the Board of Trustees Meeting on 12.18.2023

  • 25 MPH Speed Limit on Broadway: The Board approved an amendment to Village Code Chapter 291-67 to reduce the speed limit on Broadway to 25 MPH from Leroy Avenue to the border with Sleepy Hollow. The Board had previously reduced the speed limit across the Village to 25 MPH with two exceptions on Broadway and White Plains Road (119) because those roadways are controlled by the State of New York. The State Department of Transportation approved the Village's request to reduce the speed limit on Broadway to 25MPH, and this code amendment puts the change into effect.


  • Water Arrears to be Placed on Tax Levy: If you have unpaid water bills, the back payments will be placed on your tax levy. This is done annually, but the resolution to formalize the procedure annually had not been part of the annual organizational meeting for a number of years, a practice which will be reinstated going forward.


  • Washington Irving Boat Club License Renewed: The Washington Irving Boat Club's license agreement with the Village has been renewed through December 2026 with an option to extend the license for two additional years.

Grants for Tarrytown Police Department


The Village has been awarded two grants for the Tarrytown Police Department.


1) The New York State Office of Mental Health’s Suicide Prevention Center (OMH SPCNY) awarded the department $60,000 to conduct wellness and resilience training for every officer in the department over the next two years as part of the State's Cares Up Program. Chief Barbelet explains why the supportive funds are needed:  “Officer wellness and resilience training sometimes takes a back seat to other law enforcement training. With this grant we will be able to send groups of officers at a time to wellness training without placing a burden on our training funds…We will be meeting with the Office of Mental Health in February to discuss our plans and seek suggestions on how to make this a successful endeavor over the next two years.”


Congratulations to Chief Barbelet, the Police Department team, and our grant writers for securing this grant award which will contribute to the well-being of our police force, ability to retain quality officers, and improved department morale overall. 


2) The New York State Governor’s Traffic Safety Committee awarded the Department $13,000 toward traffic enforcement efforts. A certain percentage of the funds have to be used for seatbelt enforcement during the annual Click It or Ticket Campaign. The remaining funds will be used for extra enforcement. As part of the grant application, the Department identified the Village's busiest roads and those with those most accidents and proposed to provide extra enforcement at these locations (Broadway being the most prevalent) with the support of the grant funds.

Holiday Cheer

The collaborative toy drive including the Tarrytown Police Department is contributing 1,300 gifts this season to children and families in need. The gifts are distributed through three outlets: 1) Gifts for children who attend programming at the Community Opportunity Center 2) Gifts for children at the collaborative event organized by Scout Pack 22, the Sleepy Hollow Fire Department, the Sleepy Hollow Police Department, the Sleepy Hollow Ambulance Corps, the Tarrytown Police Department, and the Briarcliff Police Department 3) the Tarrytown Police Department adopts three families in need in the local community and fills their wish list with help from community members.

Con Edison Updates


The Village staff held our weekly gas main work update meeting with representatives from Con Edison and Hawkeye contracting.

 

  • Work at Franklin Courts is complete (until final road restoration)
  • Main St., Windle Park, White St. and Franklin are next in line for the old gas main to be abandoned. These roads will be backfilled and cleaned up until final road restoration in the Spring.
  • Asbury Tower/1 River Plaza, and some properties on White Street still have service restoration work to take place.
  • No work will take place the week of December 25, between Christmas and New Year’s Day, unless there is an emergency
  • Work will resume on Tuesday, January 2, 2024 on Miller Avenue and Midland Avenue, including finishing up service switchovers along Midland Ave.
  • Future work will continue in phases (the specific schedule and locations are pending) in January after the holidays on Independence, Crest to Highland, Highland Ave. to Benedict, Meadow St., White Plains Road, Union Ave., Irving Ave., Union at Marymount, along Marymount, Martling, Independence, Macarthur, Park, Riverview and Bridge Street. Again, this schedule is pending.

Winter Storm Safety Tips from Con Ed


  • Do not go near downed electrical wires. Treat downed wires as if they are live. Never attempt to move them or touch them with any object. Be mindful that downed wires can be hidden from view by tree limbs, leaves or water.
  • Report downed wires to Con Edison and your local police department immediately (914-631-5544). If a power line falls on your car while you’re in it, stay inside the vehicle and wait for emergency personnel.
  • Members of the public should also avoid transformers that are brought to the ground. The transformers are gray metal drums attached to the wires and poles. 
  • If your power goes out, disconnect or turn off appliances that would otherwise turn on automatically when service is restored. If several appliances start up at once, the electric circuits may overload.
  • Charge your cellphones and other mobile devices while you have power.
  • Follow the manufacturer’s instructions for installing and using a portable generator. Never plug a generator into a wall unit, use it indoors or set it up outdoors near open home windows or air-handling vents.
  • Make sure your flashlights and any battery-operated radios are working. Have a supply of extra batteries. Weather updates and news on electrical service can be heard on local radio and television stations.

Friendly Reminder: Village Taxes due January 2nd


If you haven't paid them already, a friendly reminder that taxes are due by January 2nd. All payments by mail must be postmarked by the due date of January 2, 2024. taxes may be paid on or before January 2, 2024 without charge of interest. On taxes remaining unpaid after January 2, 2024, there shall be added five percent for the remainder of the month of January and an additional one percent added each month thereafter.

Sign Up For The TEAC Vine Squad


Calling all weekend gardeners!! The annual winter Vine Squad is forming now! The first Vine Squad Meet-Up will be January 6 from 10 am to 12 noon. The meeting place will be at the Hiker’s Parking Lot at the corner of Wilson Park Drive and County House Rd.


Please wear leather gloves and warm clothes. If you have loppers and/or clippers, please bring those. We will provide additional tools as well as a few thermoses of hot cocoa and coffee.

Turner School of Construction Management to Launch in Westchester County in 2024

 

Join the Westchester County Office of Economic Development, Turner Construction Company and SUNY Westchester Yonkers Community College for the 2024 Turner School of Construction Management.

 

Attending this program provides an opportunity to: learn how to do business with General Contractors & Developers, meet other Small Businesses with similar experiences, learn how to Bid projects, insurance & bonding information, enhance your managerial, technical, and administrative expertise, and more!

 

The Turner School of Construction Management (TSCM) meets twice a week, from 4 PM-6 PM for 6-8 weeks. The sessions will be held at SUNY Westchester Yonkers, 843 Kimball Ave, Yonkers, NY 10704. Sessions will begin on March 5, 2024.

 

Please apply by February 8 and participation and session logistics will be confirmed by February 15. Participation is limited to those business owners in the construction industry and/or related fields (eg. architecture, engineering).

Minimum Wage to Increase in Westchester

Effective January 1, 2024

 

Effective on Monday, Jan. 1, the minimum wage in Westchester County, Long Island, and New York City will increase to $16 per hour, and $15 per hour in the rest of the state.



The state's Department of Labor is now beginning a public awareness campaign to make sure workers know about the wage increase. Any minimum wage earners who do not see the increase reflected on their paychecks can file a wage complaint on the department's website or by calling 833-910-4378.

FY24 Capital Project Fund Opportunity Now Open!

Up to $37 million in capital funding is available to nonprofit arts and culture organizations through the New York State Council on the Arts' Capital Projects Fund. The Fund has two grant categories: Small and Midsized Capital Improvement Grants and Large Capital Improvement Grants.

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.
