Report from the Board of Trustees Meeting on 11.6.2023

  • Safe Streets and Roads for All Action Plan Grant Award Announced: Trustees Kim and Phillips-Staley announced that the Village of Tarrytown, together with the Village of Sleepy Hollow and the Public Schools of the Tarrytowns have been awarded a $340,000 federal grant to create a Safe Streets Action Plan for the entire TUFSD school district territory to make roadways and intersections safe for all users. The Action Plan will include data-driven safety analysis of streets and roadways in both Villages, robust community engagement to identify and prioritize risk areas, assessment of current policies and procedures and recommendations for improvement, project selections, and conceptual plans for the highest priority projects. The collaboration between the Village of Tarrytown, the Village of Sleepy Hollow, and the Public Schools of the Tarrytowns was a critical element in the grant application given the shared network of streets and public amenities between the communities. The Villages and the School District expect to reach out to the community to get involved in the process in 2024.


  • Washington Irving Boat Club Presentation: The Washington Irving Boat Club made a presentation to the Board of Trustees about the public facing programs programs the Boat Club currently offers and has planned in the new year. Programs include a Sleepy Hollow High School program to support river habitat research by local students with mentoring from outside researchers, a program for veterans coping with PTSD, safe boating courses and Hudson River charter boat trips for residents and tourists, among others.
  • Public Hearing Closed and Local Law on Private Roads Tabled: The Board of Trustees closed the public hearing on a local law pertaining to the maintenance of private roads, and chose to set aside consideration of the law while additional research is conducted on issues that arose in the course of the public hearings which have been ongoing since September.


  • Local Law approved to amend Zoning Code to allow setback requirements and parking requirements: The Board approved a local law that reduces the cost and procedural burden for property improvements by residents and businesses:
  1. Now, certain mechanical equipment for heating and cooling, as well as non-habitable structures like sheds (no higher than 9ft) and play structures (no higher than 12ft) can be placed no less than 3ft from the side or rear yard property lines without having to seek approval from the Zoning Board of Appeals.
  2. New business owners will no longer be required to go to the Zoning Board of Appeals to seek a parking variance if the Planning Board has made a pay-in-lieu of parking determination. The amount of time a business can be vacant before triggering Planning Board approval requirements was extended from 6 to 12 months as long as the type of use for the establishment has not changed (eg retail to restaurant). This means, for instance, if a retail establishment that is required to have five parking spaces for its size and use vacates a property, and a new business that is similar in size and use moves into the property, they will not have to seek approvals from the Planning Board if they occupy the business within the year, where it was previously only 6 months. More information about the proposed amendments and a full draft of the local law can be found online.


  • Local Law approved for plantings between curb and sidewalk: In an effort to allow diverse plantings in the "nature strip" (or what some call the "hell strip" ), the public space between curb and sidewalk that is most often grass, the Board of Trustees approved a law that allows a range of plantings up to 6 inches in height as long as they do not create a tripping or entanglement hazard. While during the public hearing period, which had been ongoing since September, the Board heard from residents about a range of proposals that might allow for higher plantings in areas that might not impact those who are entering or exiting vehicles or people with diverse mobility needs, the Board chose to keep the law clear and simple to both allow for a more diverse ecology in these planted areas, while still ensuring that people needing to cross these public spaces are not impeded no matter their mobility needs.


  • Public Hearing Scheduled for Consideration of Compatible Use Permit: At the next meeting on November 20, the Board of Trustees will consider an application for a Compatible Use Permit for a 975 sf accessory laboratory to be incorporated into a 4,000 sf office space at 220 White Plains Road. The applicant is R.N. Bhargava of Integrated Nano-Magnetics, Inc.


  • New Backhoe for the Public Works Department: The purchase contract for a new backhoe for the Public Works Department was approved. The $112,750 purchase was anticipated in the vehicle replacement schedule and includes the trade-in value for the old backhoe.
  • New Stop Signs on Union Avenue and Kerwin Place in the Crest: Following the recommendation of the Transportation and Mobility and Council and a survey conducted of surrounding residents, the Board of Trustees approved the installation of two new stop signs at the intersection of Union Avenue and Kerwin Place to make it a three-way stop. The intersection serves as a bus stop location for local school children, and the Board received complaints that commuter traffic speeds through the intersection. The new stop signs have already been installed.


  • New 15-minute parking spaces in front of Goldberg Hardware: The Board authorized the installation of three 15-minute parking spaces in front of Goldberg's Hardware as the long-established downtown business relies heavily on rapid loading of materials and supplies, and appealed to the Board for the 15-minute spaces..


  • Holiday Meter Parking: Once again, the Board authorized free holiday parking in the month of December at downtown business district parking meters and in the municipal lots at South Washington Street East, McKeel, Neperan Road (behind the old bank) and South Broadway. The holiday parking meter program will run from December 2nd to December 29. An interactive parking map for the Village can be found online.

Parade Follow Up


As the Tarrytown Halloween Parade has grown in scope and attendance by exponential proportions in recent years, the Village recognizes the need to improve parking and traffic management and other elements for this event, as well as the management of the general influx of outside visitors during the spooky season. We will be working with the Tarrytown Halloween Parade Committee, Village Staff and regional professionals on planning for next year.

Fall Leaf Collection


The schedule for fall leaf collection is posted on the Public Works Department website and began November 6. As a reminder, the Public Works Department will collect leaves left curbside over the course of a month beginning November 6th according to the posted schedule. Each street will have two collections over the course of the month. For more information, check out the DPW website.


If you are considering Healthy Yard alternatives to blowing and raking leaves, check out http://www.leleny.org/.. For Village facilities, the general practice is to mulch the leaves in place as it is beneficial for the green spaces, beneficial for the environment, and saves our staff time to focus on other necessary tasks.

Con Edison Updates


Benedict Avenue: Con Edison will be working on gas mains intermittently along Benedict Avenue on and off over the next several weeks.


Windle Park and Grove Street: Because of ongoing construction on Windle Park and the need to complete service connection work on Grove Street, re-paving of these two roads will be scheduled for the spring paving season in 2024.


Downtown: Con Edison crews will work at the intersection of Main and White Streets tomorrow and Saturday. Next week the Con Ed crews will focus on White Street.


Midland Avenue: Con Edison’s contractors have started their next phase of work on Midland Avenue including the paper road. This work will proceed to Ridgewood, Terrace and Crest Drive to Kerwin Place. This phase of the project will take several weeks. Once complete, the roads will be restored to rough-phase asphalt until they can be milled and fully repaved, most likely in warmer weather. As part of the switchover from the old main to the new main, they may have to do a small excavation on your front lawn. 



Time to Make Your Water Meter Replacement Appointment


The Village of Tarrytown is in the process of upgrading the water meters for all water system users, with over 800 meters already installed. If you have not already had your water meter installed, you should now make an appointment for the installation.

  • You may call the Saks Metering office at (914) 502-3333 or 877-583-7257 and schedule your appointment over the phone (Monday-Friday 8am-5pm, Saturday 8am-4pm)


Prior to your appointment, please be sure to remove all items that may be obstructing your meter, allowing for at least a 3ft clearance, to avoid postponing the installation.  If you are a landlord or property manager please inform your tenants about the temporary water shutdown when the meter is changed. To make an appointment, or if you have any questions, call Saks Metering at 877-583-7257.

On Saturday, November 18th, TVAC will be holding a fundraiser with the goal of purchasing and implementing two LUCAS CPR devices (one for each ambulance). The total cost is estimated at $40,000, which we hope to raise through grants, private donations, and this fundraiser. $25 entry to The Set Back Inn gets you 1 drink and food donated by local restaurants. Please consider contributing to this important cause with a fun night out in Tarrytown.

Seeking Volunteers for Climate Action Plan Task Force


The Village is working with a County consortium to produce a Climate Action Plan for government operations. Having already completed a greenhouse gas inventory for Village operations, the Task Force will be tasked with coming up with recommendations to help reduce emissions from Village facilities and the municipal fleet. Volunteer commitment will involve attending several meetings over the next three months, and assisting the Village with community outreach. FY24 Capital Project Fund Opportunity Now Open!

Up to $37 million in capital funding is available to nonprofit arts and culture organizations through the New York State Council on the Arts' Capital Projects Fund. The Fund has two grant categories: Small and Midsized Capital Improvement Grants and Large Capital Improvement Grants.

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.
