  • Tax Exemptions: New Local Laws Passed


  1. Criteria for tax exemption for Emergency Responders: The Board adopted Local Law 1-2024 which amended Chapter 269 of the Village Code and expanded tax exemption benefits for volunteer emergency responders. Th new law adopts all of the expanded criteria for tax exemptions under New York State Real Property Tax Law 466-a for volunteer Fire Department members and volunteer Ambulance Corps members. The Board of Trustees voted to adopt the maximum to offer the maximum allowable exemptions under State law. For those who are eligible, the exemptions are not granted automatically. You must apply through the Town of Greenburgh Assessor's office before May 1 to qualify for exemptions for the 2024 tax year. Tarrytown had previously adopted RPTL 466-d in 2007 which allowed for an exemption of up to 10% of assessed property value according to certain criteria. The two laws differ as follows:

New Law (RPTL 466-A)

Volunteer firefighter and ambulance Corps members must be enrolled for five years.

Volunteer fire and ambulance corps members enrolled for at least twenty years of service are eligible for a lifetime exemption as long as they continue to maintain primary residence in Westchester.

The exemption only applied to living volunteer Volunteer fire and ambulance corps members and their spouses.

2.Criteria for Senior Tax Exemption: The Board of Trustees adopted Local Law 2-2024 which permits the Town Assessor to include taxable ITA distributions when considering income criteria for tax exemptions for Seniors. This brings the application for exemptions in line with the way income is calculated at the federal level - Federally Adjusted Gross Income (FAGI) plus social security benefits. This reduces confusion for both residents and the Assessor's office and means that taxpayers are not bearing the burden of granting exemptions to high earning households receiving IRA distributions. Local Law 2-2024 can be found on the Village website.


  • Application for Complete Streets Study of Rt. 119: The Board of Trustees voted to support a grant application to be submitted by the Town of Greenburgh for a boundary and topographical survey, a Local Federal Aid Design Report (engineering report) and Construction Drawings to support the creation of a new bicycle friendly series of lanes or pathways along the roadway of White Plains Road (Rt. 119) which crosses three municipalities including Tarrytown. The project will cost an estimated $2 million. The Town of Greenburgh is applying for $1.6 million in funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program. A $400,000 match will be required to be shared among the three municipalities. The Town of Greenburgh will also apply for Complete Streets funding through Westchester County to cover the local match, but the Board of Trustees committed to a local match of $133,000, with the understanding that the County is likely to help cover the local match given the regional importance of the roadway and the fact that it is a state road.

Tarrytown Police Department Welcomes New Member of the Department


When Police Chief John Barbelet was contacted by a member of the community describing the wish of a young Tarrytown resident to become a police officer, he knew the Tarrytown Police Department could come together to fulfill his dream. On Tuesday, February 20, Officer Ethan Hierro swore to Mayor Karen Brown before an audience of fellow Department members, family, and Village staff, that he would uphold the Constitution of the United States and the laws of Tarrytown. He toured the Department, learned how to work the desk, and balance on a motorcycle. Officer Ethan also rode with a police motorcade to meet new cadets at the Westchester County Police Academy and the K-9 unit. Many thanks to all of the members of the Police Department and the community who helped to make this day happen for Officer Ethan.

Filming Next Week


A Netflix production will be filming in various locations around the Village next week including on Main Street. The Village is working in cooperation with the production company to ensure the least amount of disruption possible.


Tuesday February 27: Filming will take place between 7:30am and 8pm on Barnes Road in the Crest neighborhood and along Neperan Road in the vicinity of the Lakes. The Neperan Lake Parking Lot will be closed to the public for the entire day on Tuesday, February 27th. There will be intermittent road closures between 9am and 2pm.


Wednesday, February 28: Sheldon Ave. between Browning Lane and the dead end they will be filming between 8:00 am and 2:30 pm. Lake Terrace between Warner Lane and the dead end they will be filming in the driveway from 11:30 am to 7:00 pm. 9 Main Street they will be filming interior and exterior scenes from 3:00 pm to 10:30 pm. There will be no parking on Main Street between Kaldenberg Place and Broadway/Rt. 9 between 2pm and 10pm. There will be no parking on the west side of south Washington Street between 8am and 10pm.


Intermittent road closures will happen periodically throughout the shoot dates.


Please note that Tarrytown Police Officers will be posted at each location to manage the intermittent traffic disruptions and assist with any issues that may arise. 

Con Edison Updates


Next week:

 

  • Crest Neighborhood: Work will continue Wednesday through Friday by Kerwin and Barnes.
  • Miller Park: Riverview from Glen Street to Bridge Street gas main work will continue next week. There is still service work being completed on Miller Avenue.
  • Lower Main Street: On Tuesday, Con Ed crews will work near Sarah Michaels Park and Asbury Terrace on the gas equipment there.


Future Work:

  • Highland Avenue: Work will commence in the near future but we do not yet have a start date.

 

When service connection work is taking place, please be advised that there will be intermittent traffic disruption. For individual households, they will be connecting new service to the residence, and will connect directly with the property owner to coordinate.

Public Workshop for Rt. 9 Complete Streets Project


Please join us for the first public workshop for the Rt. 9 Complete Streets Project. With funding from Senator Andrea Stewart-Cousins for preliminary engineering work, the NY Department of Transportation is working with Sleepy Hollow, Tarrytown, Irvington, Dobbs Ferry, and Hastings-on-Hudson to continue the work begun in 2017 with the Rt. 9 Active Transportation Study.


The public workshop will be held at the Tarrytown Senior Center at 240 West Main Street on March 7, 2024 at 6pm.


Please join the meeting to contribute your ideas and suggestions about how to make Rt. 9 safer for pedestrians and bicyclists.


New York Thruway Authority Rt. 9 Multi-Modal Project Update


The New York Thruway Authority is continuing work on Rt. 9 at the intersection with the on-ramp to Rt. 287. This is a multi-faceted project to accomplish multiple goals and is the product of a years-long process. The following are some updates on project accomplishments thus far:


  • Widened the on-ramp at Thruway Interchange 9;
  • Installed new sidewalks and curbs along northbound Route 9;
  • Continued work on the new side path along southbound Route 9 with new curb installations;
  • Completed foundations for the new traffic signals;
  • Prepared foundations for the pedestrian bridge; 
  • Fabrication and painting complete on the pedestrian bridge which is scheduled to be installed in April 2024.
  • North and South abutments nearing completion as of February 2024.

Beware of PayByPhone Scam


The Village uses PayByPhone as an online method of payment for Village parking meters. Unfortunately, we have received a report of a system user who entered an incorrect URL, and was re-directed to a website that appeared legitimate, but fraudulently charged the credit card entered into the system. This can occur when users search for PayByPhone on a web browser, and inadvertently click on a website URL that may resemble PayByPhone, but is in fact a few characters different and operated by a scam artist. PayByPhone explains that scammers will also purchase ads to appear at the top of a search engine and appear legitimate. It is essential to look at the URL carefully, because often the displayed URL in the ad will be different from the actual page address.


PayByPhone has also posted information about scam artists manipulating QR codes for a similar purpose. As they advise, it is safer to download the app for parking payments than to use the web-based payment method.

Open Streets Tarrytown in 2024?


Thank you to those who have already completed the survey about the Open Streets events in Tarrytown. If you have not yet completed the survey, please consider offering feedback and suggestions for the street closure events the Village has been hosting in the warm weather months. While these events were launched during COVID, they have evolved. As the Board of Trustees works on the budget for the new fiscal year, they need to determine whether the events are worth the expenditure of Village resources, or attention should be focused elsewhere. The Village is looking for feedback from both residents and businesses.

The Parks and Rec Departments are Hiring!


The Parks Department is looking for two seasonal laborers to work from April to November on warm weather outdoor tasks including weeding, planting, mowing, and landscaping. The Recreation Department is also calling all lifeguards and camp counselors to join the team gearing up for another wonderful summer. Find the online application forms on the Department's webpage.

The Village of Tarrytown benefits from engaged, caring, and talented residents who volunteer their time and expertise to help create the community they want to inhabit. There are many opportunities to serve, whether contributing to the vision and development of public spaces, environmental issues, housing affordability, transportation challenges or recreation programs. Like TEAC, the Friends of the Riverwalk are looking for volunteers to help maintain the plantings on the waterfront. The Child Care Council of Westchester’s specialists are available to help working parents at all income levels find safe, reliable child care so they can work without worry or distraction. There is no charge for these services, and the Child Care Council’s assistance often reduces a tremendous burden of stress. 

 

The Child Care Council can provide:  

 

  • Information about financial resources, including scholarships, subsidies, tax credits, and dependent care assistance plans (DCAP’s) that may be available 
  • Lists of regulated child care providersafter school programssummer camps, and a complete “Nanny Guide” 
  • Tips and checklists to help parents recognize safe, quality care and check a child care provider’s compliance/violation history 
  • Names of child care providers who meet certain criteria, like those approved to administer medication or who may have experience with special needs children

More than $500 million in federal funding is now available to support the resurgence of small businesses across New York State through the State Small Business Credit Initiative (SSBCI), a program through the American Rescue Plan Act. Managed by the U.S. Department of Treasury, SSBCI provides funds to support programs for small businesses to recover from the economic effects of COVID-19 and allow them opportunity to succeed in the post-pandemic economy.

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.
